A 29 Euro flight that ends up costing 89 Euro. Sound familiar? That's what happens when you need a carry-on trolley with a budget airline. And 42% of German travelers have already been hit by unexpected baggage fees at the airport. Now someone is saying it loud: this shouldn't be allowed.
Germany's most powerful consumer group is fighting back. The Verbraucherzentrale Bundesverband (vzbv) filed lawsuits against easyJet, Wizz Air, and Vueling in August 2025. Four more airlines received official warnings: Ryanair, Norwegian, Transavia, and Volotea. The goal? Get Ryanair hand luggage costs and similar cabin bag fees scrapped entirely. Three separate courts are now involved. The vzbv rarely takes on this many fronts at once.
Quick answer: Ryanair hand luggage costs in 2026 run from 12 to 30 EUR per leg when booked online, up to 60 EUR at the gate. The consumer federation is demanding a free trolley in the base fare. No binding court ruling yet, though.
The Legal Basis
The legal hook goes back to a 2014 European Court of Justice ruling. The core finding: hand luggage is an "indispensable element" of the transport contract. vzbv head Ramona Pop puts it bluntly: "Airlines advertise fares that don't include adequate hand luggage." That, she says, is misleading.
What the vzbv demands: at least 115 cm total dimensions and 10 kg weight included free with every ticket. A standard 55x40x20 cm trolley hits exactly 115 cm. So that would make it free. In short, the lawsuits aim to abolish cabin bag fees altogether. Under EU law, hand luggage is already considered part of the transport contract. An explicit ban on fees just doesn't exist yet. Our airline dimensions comparison shows where all the major carriers stand.
Current Cabin Bag Fees at All 7 Airlines
Here's what you're actually paying right now (as of March 2026):
| Airline | Free Allowance | Cabin Bag Fees (Online) | At the Gate |
|---|---|---|---|
| Ryanair | Bag 40x20x25 cm | 12 to 30 EUR | up to 60 EUR |
| easyJet | Bag 45x36x20 cm | 7 to 20 EUR | 58 EUR |
| Wizz Air | Bag 40x30x20 cm | 10 to 60 EUR | up to 60 EUR |
| Vueling | Bag 40x30x20 cm | fare-dependent | high |
| Norwegian | Bag 30x20x38 cm | fare-dependent | fare-dependent |
| Transavia | Bag 40x30x20 cm | 10 to 27 EUR | 25 to 45 EUR |
| Volotea | Bag 40x30x20 cm | fare-dependent | high |
Fare-dependent means the price varies significantly by ticket type. Always check directly with the airline before booking.
None of these airlines let a standard cabin trolley fly for free. That alone would justify a lawsuit. But the "from" pricing story is even worse.
A Which? investigation from December 2025 checked 520 easyJet flights. Result: the advertised minimum fee of 6.80 EUR? Never available. Not once. Ryanair's lowest advertised price showed up in just 0.3% of cases.

The EU Parliament Voted Too, But Don't Get Excited Yet
The EU Parliament voted in January 2026 632 to 15 in favor of free cabin luggage: one personal item plus one piece with a maximum of 100 cm total dimensions and 7 kg.
632 to 15. Almost unanimous. That's a pretty strong signal.
Still, this isn't law yet. Parliament adopted its position. Now it goes to conciliation with the EU Council. That could take months, realistically more likely years. Airlines like Ryanair won't just go along with it. They'll push back hard.
Bottom line: don't get your hopes up too soon. Tonight, Ryanair hand luggage costs won't suddenly disappear. Our analysis of the EU cabin baggage regulation covers the full timeline.
What This Means for Your Next Booking
I'll be honest: you still have to pay. No court has ruled in favor of consumers so far, and the cases only started in August 2025. But there are things you can do right now to avoid paying more than you have to:
Always book your trolley at checkout, never at the gate. Ryanair hand luggage costs at the gate reach up to 60 EUR per leg. Online? Maybe 15 EUR. Real example: Berlin to Malaga, trolley booked in advance: 15 EUR. Forgot and paid at the gate: 60 EUR. That difference funds your first dinner abroad.
Factor fees into the total price. Not every airline shows the trolley add-on upfront. Run the numbers before you commit to a booking.
Check whether Priority is worth it. With Ryanair, a trolley only comes with Priority Boarding. Whether that makes sense for your trip, our Ryanair Priority guide breaks it down honestly.
We also have dedicated guides for easyJet hand luggage and Wizz Air hand luggage 2026 if those are your airlines.
Until courts rule and EU rules kick in, booking smart is the only real defense you have.
