EU Cabin Baggage Standard 2026: Not Law Yet
This is the part that most people miss. The Parliament vote is just one step.
For the EU cabin baggage standard 2026 to become actual law, Parliament and the Council of the EU need to agree on the final text. And that's where things stalled. Euronews reports that trilogue negotiations failed twice. Since March 2026, a conciliation committee has been working on a compromise. They have eight weeks max.

Airlines Hate It: easyJet CEO Calls It "Absurd"
No surprises here.
easyJet CEO Johan Lundgren called the plans "absurd." Ryanair's Michael O'Leary went further, calling them "crazy." Why so heated? Because baggage fees bring in roughly 3 billion euros per year for easyJet, about 25% of total revenue. Voluntarily giving that up? Not going to happen without a fight.
On the flip side, 86 to 90% of EU consumers believe cabin baggage should be included in the ticket price. The BEUC (European consumer organization umbrella) and the German vzbv have been pushing for this for years.
OLG Hamm Ruling: You Already Have Rights
Here's where it gets practical. A German court, the OLG Hamm, ruled on March 22, 2026 that Vueling cannot charge extra fees for standard cabin baggage. The court considered it a violation of existing EU law.
What does that mean for you? If an airline charges you for carry-on luggage, it might be worth challenging the fee. The ruling specifically targets Vueling, but consumer advocates see it as a signal for the whole industry.
What You Can Do Right Now
Buy a new suitcase? Not yet. The EU carry-on rules aren't finalized, and they might not pass at all in this form. But you can prepare.
